Referrer URL validation

- Vendor grants access if the HTTP “Referrer” header is set to a page on the library site, meaning that user clicked a link on that page. Library is responsible for protecting the page so that only authorized users can access it. Not all vendors support it.
- Per Tim, need for “Referred From Site” validation so a resource can be listed more than one place on library site.
- Seems flexible enough to accommodate multiple user groups (e.g., undergrads vs. grad students), but vendor would have to cooperate.
