Library Committee Minutes April 28, 1997

Committee members present were J. Britton, B. Elleman,
E. Paige Garrison, D. Gouwens, M. Patton, S. Staples, and S. Weis.
R. Seal and J. Koelker represented the Library.
R. Seal gave a report on library planning issues for 1996-1997 and
progress in related projects. He also discussed a summary of a preliminary
version of the planning ideas for 1997-1998. Members of the library
committee received handouts outlining the plans. His comments are
summarized below.
- R. Seal gave a brief review of the critical issues in the 1996-1997 plans.
- Space for bound periodicals: R. Seal updated the committee on
the progress of moving low usage periodicals off-site to a downtown
location. At the time of the meeting volumes from "Z to I" selected for
off-site storage had already been moved downtown. More shelving was needed
to complete the move. The rental cost for the storage facility was
estimated to be $40,000 to $45,000 per year. Few requests for titles
off-site had been made at that time and the retrieval system was working.
- Library environment: The library environment seems to have
stabilized and there have been no problems with mold for one year.
Installation of a new chiller in the physical plant last year may have
helped the problem.
- Computer upgrades: The library received no additional funding
for this project. A number of PCs were replaced, but no major changes were
made. A goal of the library is to move the computer lab upstairs and
expand the facilities. This would cost on the order of $150,000 and needs
to be funded by a specific increase in budget or by a grant.
- Cost recovery for full-text printing: A plan was implemented
successfully to collect page charges. In the future the library may want
to add another printer.
- Bob Seal briefly reviewed each of the other areas of focus for 1996-1997.
- Bob Seal gave an overview of the 1997-1998 planning process. The
critical issues on the agenda are:
- Long Range planning, including revision of the Mission Statement,
- Space needs and planning (including the long range vision of possibly building a library addition)
- Library environment.
He also then discussed issues in the five major areas of New Areas of
Focus, Feasibility Studies, Hold Over Projects, New Ideas to Investigate
and On-Going Activities. Particular new areas of focus that he described
to the committee are the need to update library security including the
alarms and turnstile system, the desire to upgrade the audio center's
equipment and the possibility of using approval plans more extensively for
book purchasing and collection development. Other ideas were summarized in
the handout.
